What it has to mean

Not a friendly error message.

The bill must be created and totalled with no connection, survive the tab closing, and reach the cloud by itself when the network returns. A bill somebody has to re-enter later is a note, not a bill.

The cached company context is what makes offline computation possible, so a device that has never signed in while connected cannot do this. Open it once on wifi, then test it with the wifi off — before you need it.
