What does not work

A modified-on date.

It tells you the record changed and nothing else. Not what changed, not from what to what, not who. Everyone stares at it, agrees something happened, and the conversation ends there.

The uncomfortable rule

Nobody can edit the history.

Including you. People argue with this one, and it is the one that makes the rest worth anything — a history the owner can tidy up proves nothing, including about the owner.

Where it gets recorded matters

Not in the screen you used.

If the page does the logging, anything that edits the data another way — a different screen, an import, a bulk action — leaves no trace. Those gaps are invisible, and they are the changes worth knowing about.
